Installing USB Smart Card Reader - Windows gives weird error

OS is W2KSP4. The device is a USB Smart card reader. I've installed tens of them on other identical PCs. I am a Domain Admin (machine is on a NT domain) and I'm a local Admin. The permissions on the referenced file are correct; full control for Admins, read only for everyone else.

I get the error linked above. I tried installing it:

Logged onto the domain
Logged on locally
Logged onto the domain in Safe Mode
Logged on locally in Safe Mode
Plugged it into different USB port

The reader gets power from the USB port; the little light on it is lit, it's just the OS farts all over itself for some reason.

I've tried everything I know...any ideas?

The reader works just fine on other PCs. /bangs head on keyboard

Not a W2K user, but did you install the reader's drivers first before hot plugging?

I know XP doesn't need drivers, but I'm not sure about W2K. I know NT4 would need drivers to be installed first.

Thanks, Corkyg. I did install the drivers first; this was like the 50th machine I'm installing this same reader on. W2K DOES need drivers for it.

I've had a few issues with other installs; typically, just reinstalling the driver and/or rebooting fixes it. This is the first time I've run into this "You cannot modify this file" error.

I mean...if you're logged in as a local Admin, you shold be able to do anything...especially in Safe Mode.

That is true - unles, for some off reason, that speciic machine's User Accounts" setup has gotten changed or corrupted.

You might try going into User Accounts and checking that out.
