Installing Removable CD Rom

My friend's laptop has just died and he wants me to re install Windows. The trouble is the laptop has both a removable CD drive and a removable floppy but only 1 slot so 1 only 1 device can be connected at once.

How do I install the CD drivers from floppy when it cannot detect that the CD drive is installed because the floppy is in place.

When the PC is booted it asks for the system disk so I have inserted a Win startup disk and tried to start with CD ROM support but it says it cannot find the device because the flopp is there! Is this right and how do I go about resolving it so I can get at the CD drive so I can format the Hard drive and start the re-install?
 
How about if you try booting from cdrom. Just go in BIOS and set the cdrom to boot first.
