Mandrake has an option of upgrading the packages. Basically an upgrade to a new version is something as simple as upgrading most (if not all) packages, applying a few patches, etc.
try to type 'rpmdrake' as root (or sudo) in the terminal window and see what you get. I think there is an option for upgrading packages. Else try 'drakconf'.
While it does update packages to new versions it really works best for security updates and bugfixes unless you select the cooker packages which can break your system pretty quickly.

Take a look at their features page and judge for yourself. IMHO one of the most notable changes is the 2.4.22 kernel.
