Installing games on Windows 7

Why does it not give me the option of where I want it installed? Left for Dead 2 just started installing on my C Drive. I am wondering if this is able to be changed or am I just stuck?
 
Nothing to do with Win7... wherever you have Steam installed is where all new Valve games get shoved, which in this case is your C drive.
