Installing/Changing Icon sets?

I got a few Icon sets I liked. There are lots of good sites for icon packs, but surprisingly, none of them have anything about how to install the icons :disgust:. I looked everywhere on these sites and none of them thought to have a guide on how to install or change icons.

Most of them come in .ico and .png files. Is there a way I can use these icon sets or do I have to set them all up individually?

It's like this is some kind of secret, no sites will tell you how to install icon sets 😛 - Are there really no programs good for this kind of thing? What use are all of these icon sets if you can't install them? Do you have to manually change them all? 😛
 
bump. I've tried 3 icon programs and they were all horrible. For some reason windows won't go back to default icons either =/
