That is true, but you also get what you pay for (and we all know this). If all you need is a web surfing/photo machine, any cheap prebuilt comp works, but then you have no choice for your OS, limited choice for components, and probably a bunch of crapware preloaded. Obviously you invest more for a better, custom rig, and have none of these drawbacks.
Plus you are very limited if you want to upgrade or tweak in the future. So it makes sense for many people to just pick the cheapest POS dell in the store and be done with it. Nevermind that they'll probably complain about how slow and shitty it is 2 years from now.
Mass produced PCs are like bar bathroom hookups: cheap, easily procurable, and instantly gratifying, with no long-term value. And a risk of unwanted surprises. :Q
