Inquiry: reasons for a failed boot

I'm currently installing 2k when I encounter and slight issue. Installation went through fine but the system wouldn't boot off of the hard drive.
Anyway, I decided to take a break and clean out the system of major dust. Though after I put all the drives back it wouldn't boot and I can seem to fix it. Not only that, the cd drives doesn?t seem to be getting any juice.
Here the system specs:

amd 900
VIA KT133A
768MB PC-133
Quantum 20gig HD
WD 40gig HD
DVD-ROM
Phillips CDRW
PCI IDE controller

Appreciate any help!
