I have a computer that was using a Radeon 9600pro... I need to take that card out and put it in another system. When I try to put in a Radeon 32mb DDR in that computer to replace the 9600 pro, upon turning the system on and after the "WinXP Professional" loading screen.. I get a message on the LCD saying "Input Signal Out of Range"

I uninstalled the drivers and ran drivercleaner prior to the removal of the 9600pro..

any ideas?

Are your monitor drivers up to date? That's the kind of message I get in Linux when I don't set the monitor's timings right, so if Windows isn't recognizing your monitor correctly then it might be trying to do something it shouldn't. If you can boot in safe mode, check to see if Windows is properly recognizing your monitor. That may be something that was lost with the old drivers.
