You don't need an E8400 for that much. An E7300/E7400 or whichever one is the current model will be more than enough and safe you a fare bit.

Don't invest in LGA775 right now. It's effectively dead.

I'd pick up a cheap AM2+/AM3 board and a Phenom X2.

Since it's just for general stuff that can be done on a single core Celeron, I'd think cheaper instead of faster.
$100 AMD quad core.
Even cheaper would be the $53 E3200 and $60 Athlon II X2.

If you do invest in 775lga you might want to consider the Gigabyte UD3R or P P45 board. It might get you farther with a quad later on down the road.
