Initializing Root Folders for display

Occasionally, seemingly every day or two, when I attempt to "save as" a document in any Microsoft Office product, when I pull down the drop down menu, I am met with a small dialogue box that states "Initializing Root Folders for display". After a few seconds the dialogue box will disappear and drop down will come, but when I click on any folder for saving, nothing happens. Additionally, it will not let me change the file "Save as type". Nothing I click on has any function. Why is this?

If I close the save as box and make another try or two, it will eventually work. However, sometimes it will not, and I must save the document in the default format and at whatever location is brings up and then move it to the proper place manually in windows explorer.

What exactly is going on?
