The issue is serious because about one in every five times a condom is used in India it either falls off or tears, an extremely high failure rate.

It's American propoganda. We ship out XL condoms labelled XS. It's glitz, glamour, Hollywood special effects. I think they started that policy in the cold war, during the McCarthy years in shipments to the Soviets. It lead ultimately to the greatest weapons build up in history, you'd think condom mfrs would've learned their lesson.
