One shouldn't have to reformat their fvcking hard drive just to get a video card working at spec.

Video card drivers FTMFL

This may sound stupid, but have you plugged all the power cables for it? Did this a few years back. Couldn't understand why a 9600gt couldn't run Modern Warfare properly. Did a full reinstall of drivers, checked settings, ect. Went to re-seat the card and noticed I only had one cable plugged in. After that, it worked just fine.

You need the final score to really get any reasonable comparison.

To the OP: have you tried uninstalling drivers and CAP, booting to safe mode and running driver sweeper to clean all traces of AMD/ATI video drivers from the system and then install the latest drivers and CAP?

I did that and it cleared up a lot of the issues I had and all I did was uninstall CAT 11.10 and CAP and install 11.11. Had to do the driver sweeper deal.

I had sort of the same issues with low frame rates, (with CS:GO, and bioshock)

and spent a couple of hours mucking around with settings in Catalyst.
I eventuall managed to fix the problem by updating my Motherboard bios/drivers. (via gigabyte @bios).

Not too sure why, but this seemed to fix the issue.

I play with 2AA in BC2 at 1920x1200 and I get down into the 40s sometimes too. Using 8AA is just gonna make it slower.

Haha didn't realize this was necro when I read this and I remember thinking "wth? I'd return that card".

In case this gets necro'ed in the future, thilanliyan has a 7950 in his sig right now.
