If the fixtures are enclosed the halogens are probably overheating. I have seen some warnings against using compact fluorescents in enclosed light fixtures for the same reason (overheating leading to premature failure of the bulb).
assuming bulb type is screw in replacement it should be fine.
the heat should be the same assuming wattage is same as rated incandescent.
halogens that are tiny bulbs + 300+wattage are the ones that make the insane heat.
that being said, compact flourescents are the way to go if you can
