In what situation would a 5-20 sec exposure be necessary?

Night shooting, in particular if you're shooting heavenly bodies, and no, by that, I do not mean pr0n!

It can also be used for some cool effects. Like, if you take a long exposure of a freeway, or a christmas tree.

anything really low light

my brother in law shot pics of the harvest moon or whatever it is when it's a full moon and really close to the earth.. i think he used like 10 or 15 second exposure.. i forget

If you are juggling fire, and use that type of timed exposure, it will give you a cool effect........ :)

Actually, that reminds of me of these pictures I saw where a guy would stand there in the dark, and someone else took a delayed exposure while "painting" him with a green laser pointer. It was pretty cool.

yea its called painting with light, it can be done well or very badly
