In what situation would a 5-20 sec exposure be necessary?

At night, in the dark.

Night shooting, in particular if you're shooting heavenly bodies, and no, by that, I do not mean pr0n!

Actually, that reminds of me of these pictures I saw where a guy would stand there in the dark, and someone else took a delayed exposure while "painting" him with a green laser pointer. It was pretty cool.

wouldn't a 22 minute exposure in the sun just be all white?

not when shot at F/64

and i wasent directly in the sun

yea its called painting with light, it can be done well or very badly
