First article is just an opinion article. You can't just say "no that won't happen" when it clearly does. Lot of pro government news articles will start headlines that way to try to downplay an issue, it does not make it fact. 2nd article is just showing something that happened or can happen because someone actually interpreted the law. And there are plenty of other cases if you google it.
Basically they now consider using wrong pronouns as a human's right violation, so yes, you can get charged for it because they will just say that you committed a human rights violation.
