Why do you think so many execs get so much money in salary and bonuses? The assumption is that the execs will make a lot of money for the stockholders. The execs are supposedly crucial to the process of making the big bucks and are rewarded handsomely for their skilled direction.
If that direction includes fraud, why shouldn't they be held accountable? They are not small cogs in the machine, they are the ones that crank the machine. If they are not the ones deemed essential to the goals of the company, they deserve far less than millions in pay.
