I know it goes:

1) Title Page
2) Paper
3) Works Cited

But, where should I put the outline?

Unless specifically required, I would not include an outline.
 
Typically you don't include an outline in a paper, it's more of a writing tool, perhaps you mean table of contents?

Yeah, thats the bummer part. My instructor required us to make an outline.
