In general, who is more polite?

I think it's roughly the same coast-wise, but it always seems to be higher in rural areas versus urban.
 
In general? Keeping in mind the worth of most generalizations, people on the West Coast are more laid back and initially approachable than East Coasters, with Southerners beating both coasts by a country mile for old fashioned manners and public politeness.
 
If we're just doing East/West, I'd say West. East coast people are way too keyed up. Traffic in Seattle sucks, but the driving attitude is nothing like Boston.
 
I find East Coasterner Americanskies to be more genuinely polite, while many West Coasters seem condescendingly polite.
 
never been to the West coast...

the general rule of thumb is you will find a mixture of nice people / not-so-nice people no matter where you go...

It's god's will to be nice to others.
 
I'd say the South. Especially if you're white, christian, and straight.

Most of the South is less rude in general, but there are still areas that are discriminatory.
 
East Coat people are really cool and polite once you get their attention. it usually takes a while cause they are in so much of a hurry, that they come across as abrupt and rude... but they are pretty ok after a few minutes.
