impossible to delete?

i have a file that was in the middle of moving with Total Copy 1.1 when my computer froze. now, this copy/move program claims it can resume moves/copies if the computer froze and stuff, but when i rebooted, a system file was corrupt and i had to reinstall windowsXP. now, i was able to delete the original file but there is a duplicate file in the place i was trying to put it, taking up space, unopenable, unable to be modified/moved, and you can't see the properties. i've tried going into Safe Mode but it still said "this file is being used by someone or something..."

i'm pretty sure i can delete it if i got into DOS mode, but i don't think that's possible with this OS.
anyone have any ideas?
 
Why wouldn't you be able to delete it in DOS? It should be fine. I do it all the time at work for testing purposes.

Its probably a Windows system file so you can't delete it in SAFE mode either.

I would rename it in DOS, just incase and then reboot and see if Windows can rebuild it. It sh%T happens, you can rename it back.

BTW, what file is this?
