This little utility will reveal whether your hard drive setup can perform two task at the same time and if NCQ is enabled and working properly.

Instructions:
1. Open two instances of the app and set both for the same hard drive.
2. Set the position on the first one to 0% and the second to 50%.
3. Set the block size of both to 256KB
4. Set the time to 1:00 for both
5. Set both to read
OK start the first one and it should be fast, then start the second one and see if the speed drops like a rock.
Update: Upon further reading it turns out to be a Windows issue, for some reason only the seagate performs well under windows but most drives perform well under Linux
