I dont know how your mother-in-law's daughter with 2 children are able to immigrate within 3 years unless they got a non-immigrant visa of some kind.
The nearest current Priority date is 2002 which means a delay of ~5yrs. The only other way I can see is that her daughter got benefit of the CSPA that was passed few years ago (which implies your mother-in-law became a citizen and therefore, her daughter got bumped up to F3 (married child) while still able to retain the original priority date of her mother)
