Is SkypeOut a fixed rate because the phone cards that we have here have different rates based on if you are calling a cell phone or a house phone?

It is my cousin, she is about to start college over there, she's 16.

Rates are different for home and cell phones, that's the same with all calling cards and Skype.

There is a petition process, but I can already tell you a cousin is going to rank less in priority with the immigration dept, than say, a mother / daugther or father/ son. Contact the Immigration dept for how to start the process. You, will also need to demonstrate that you are capable of supporting this person, or he / she will not be allowed in.

F1: Unmarried Sons/Daughters of US Citizen (~15yr wait for Philippines)
F2a: Spouse and/or children (under 21) of a US Permanent Resident (~5yr wait for Philippines)
F2b: Unmarried children over 21yrs of a US Permanent Resident (~10yr wait for Philippines)
F3: Married Children of US Citizen (~23 yr wait for Philippines)
F4: Brother/Sister of a US Citizen (very very .... very very.... very very long wait for Philippines)

More Options:
- get married to US Citizen (~6months - 1yr wait - Instant Conditional Green Card upon arrival)
- Student Visa (instant admission to US but will have to maintain student status while in the US. Will also need acceptance letter from a US university, financial funds, and prove non-imigrant intent in the Philippines)
- H/L Visa - basically, get some company to sponsor her based on employment

My mother in law just got her daughter over there cleared to come over here. The whole process has taken about 3 years. The daughter has two children. I'm not sure how much he helped, but she paid an immigration attorney who claimed he could expedite the process.

I dont know how your mother-in-law's daughter with 2 children are able to immigrate within 3 years unless they got a non-immigrant visa of some kind.

The nearest current Priority date is 2002 which means a delay of ~5yrs. The only other way I can see is that her daughter got benefit of the CSPA that was passed few years ago (which implies your mother-in-law became a citizen and therefore, her daughter got bumped up to F3 (married child) while still able to retain the original priority date of her mother)

Makes sense. Mother in law immigrated in 1991 and became naturalized citizen in 1998.
