In theory it seems like it would work, but people are too hung up on borders and jingoism.
I don't think people necessarily have a problem with workers migrating. The important piece of the puzzle is having the ability to DOCUMENT such workers as they move from one country into another.

I have no problem with Mexicans coming to America if they are here legally, are documented, pay their taxes, and integrate into our society. Under the status quo, the illegal alien problem has implication on everything from health care to auto insurance (illegal aliens don't apply for a drivers' licensce, have no insurance, and are more likely to run from an accident because of this).
