he was asking if other neighbors had the same service so you could see what their speeds were like.

I'm telling you, try DRTCP. It made my speeds go from around 1.5 to 3 on two machines running XPpro.
 
I'm gonna buy a cable signal booster (Motorola brand) and see if that is the case. If that doesn't work then I know the modem or my nic must be defective. Anyways the cable guys sent someone out for Thursday Dec. 4th. Thanks for all your help again.
 
there is a windows xp hack with cable that lets you get superfast speeds.

with my roadrunner, i get ~480kbytes per second down(~more than 4mb), 384 up.

Without the hack though, thats just how mine came for 40 a month.

mine was automatic.

I have the Toshiba Cable modem.

ours was automatic also we have a Motorolla surfboard Cable modem and a Lynksys router

I just wanted to let everyone know that Amused idea and program he told me to download, worked. I'm now getting the 3megabit speeds my next door neighbor is getting. The reason it wasn't working last night was because I did not reboot like a dumb ass.

You're welcome. 🙂 The DRTCP tweak is one of the first things I do with any new install of XP if the computer is going to have access to a 1.5 Mb or higher connection.

I agonized over this very problem for a few weeks when I went from 98 to XP before I discovered this tweak. It works like a charm.

But the default in 9x is fine for a 2+Mb connection. It's XP that tends to throttle the TCP back and limit downloads to 1.5 Mb.
 
That's funny, I have RR with 3Mbit down and XP and I haven't had to do any setting changes to get it...

For some reason, on some installs, XP sets the RWIN settings right. On some, it does not. It may have something to do with how you set your network settings, or with what NIC card you have. I don't know.
