I'm looking for the name of an old game.

I used to play this game in 5th grade. It was incredibly fun, and I got really far, further than anybody in the whole entire class. I was just thinking about it today, and since I can't play modern games at the moment, I was looking for the game in question. As far as describing it goes, here you are:

I remember being a small guy, possibly in a blue uniform, with a blaster. You would have to blast bad guys and make your own tunnels. Since you had to make tunnels, I believe all the levels were in Earth-like terrain, i.e. dirt. I could be wrong about that. I don't remember how you beat the level though. So, that's all I remember. Cliffnotes for the game:

-Little guy, possibly in a blue uniform
-Blaster
-You would have to make tunnels with the blaster
-You could also kill/shock bad guys with the blaster
-Earth-like terrain
