Try going to the Troubleshoot tab in advanced display props and take the acceleration down a notch. It disables hardware cursor acceleration which sometimes causes stuttering. Try disabling fast writes and/or SBA. Also take your CPU back to stock just to rule it out.

edit- check the AGP settings, maybe something went whack and forced the card into PCI mode. That causes massive stuttering a performance loss.

Also check whether there are any "non-plug & play" drivers installed that you dont need. If its not processes, its most likely drivers.

In any game you try? Does mouse work otherwise. Like moving the pointer around? Try reinstalling agp drivers, and then dx and video card drivers.

Also, what do you score in 3dmark01 or 03? Are the scores about right for your system?

for CS, this is an ongoing problem that has recently claimed new victims (me). however, there is a solution posted on the steam forums (www.steampowered.com) that i will paraphrase for you here.

login to steam. don't jump into a game yet. instead, fire up the task manager and set steam.exe's priority to low. cs appears to work well after that. the input lag seems highly correlated with sound issues - another way i know of to fix the problem is to turn off all sound acceleration. in my case, this means absolutely no sound, which is pretty worthless for CS.

so anyway, give it a shot. it worked for me.
