I'm getting Vertical lines ...PLS HELP !!!!!

I recently bought a New ATi All in Wonder 9800Pro 128 (upgraded from GeForce4 4600)..
I started gettingVertical color lines,when doing a fresh boot up,which then rebooting either once or twice ,the lines disappeared ,but they appear everytime I do a FRESH bootup...I reformated my drive twice and called Ati and Asus ,which both of them told me it could be several things from Bios to hardware conflicts....I am giving up with this card...I took my case to a friend ,and (thinking that it might be the monitor) but the lines appeared there (in his monitor)too.....Also Counter Strike Source looks horrible...I see white lines and snow in the maps....some areas are almost ipossible to play because some items don't appear in my vision in the game...but I know they are there like Barrils and Tanks etc....
What do you think it might be?......is it my motherboard?...or my cpu?..or both or what?
I had used also Drive Cleaner 3 (to clean the other drivers from other video card...

Here are my specs:
Asus A7N8X Deluxe Motherboard
AMD xp2100 cpu
Ati Radeon All In Wonder 9800Pro 128
Integrated Nvidia Chipset Onboard sound
Antec Case w/450w PSU
Windows Xp
Dx9
SP1 and SP2
P.S. I even bought a Nvidia 6600 card to see if the lines on counter strike source , white lines appear there too....and NO the Vertical lines did not appear when booting up.....BUT Counter Strike Source, white lines appear there!...
Hmmm different card and same problem... PLEASE HELP ,what is it? =(

I don't remember exactly where I saw this at, but I read something about lines forming if the monitor refresh is set to the wrong setting vs. the graphics card.

I don't even remember the forum I saw it under, but think wasn't AT. It was a review of high-end video cards.

I wish I could tell you more, but at the time the problem wasn't a concern.

What kind of monitor? Have you tried running it with basic Windows drivers?
