15mbps down won't let you do 4GB in 10 minutes according to your link...

Easiest way to provide a remarkably accurate estimation is multiply bytes times 10 (NOT 8) and divide by speed. 4 GB = 40,000 Mb. 40,000 Mb/15 = 44.4 minutes.
OP - Does Comcast have DOCSIS 3.0 service in your area? You could get better speeds for less. The 50 Mbs symmetrical from your power company would be pretty impressive though, but they lie and say your service isn't shared. It IS shared bandwidth.
