I've found that it is usually enough to just have low RPM case fans, and have the CPU/GPU fans ramp up as needed.
The "ramp up" is coordination of temperature sensor and power supply to the fan (voltage or PWM). Motherboards do have varying amount of connectors for fans that do have the control logic. Some allow software (like Speedfan) to adjust the logic, but other are BIOS-only.
When that is not enough, there are separate fan speed controllers. More expensive units do adjust the speed based on temperature. However, I do not recall seeing a
case having that as default option.
