You can't control your room-mates, you need to pick them wisely.

This is a perfect example of this.

Now if that room mate was not in agreement to the internet service and the break down of bills shows only the OP is covering that cost entirely with no other shared bills being leveraged in kind.

Then he can do what he wants.

When I lived with a few people usually we'd break out the bills so it works out we were both paying an equal amount with the rent due being where the adjustments occured.

Just because my name is on a bill, doesn't mean my room mate couldn't have been.

That's all fine when your roommate's are acting right. In this instance the roommate is disrespectful and obviously an idiot. If I was the one who had to answer to the law and the ISP I'd be cutting him off and paying his share.

No Holmes, if you read what I posted and understood how renting with someone works you'd understand.

Many bills / utilities only allow one name on the bill.

Let say rent for two is $1500.

Electricity: $125
Water: $40
Phone: $30
CableTV: $150
Internet: $75
Security monitoring: $20
Shared food items: $125

What usually needs to happen is the bill above get divided between the roommates...if they fluctuate then IMHO the best way is to work it out of the rent.

So:

Roommate #1
Rent: $770
Electricity: $125
Water: $40
Phone: $35
Internet: $75

Roommate #2
Rent: $730
Shared food items: $125
CableTV: $150
Security: $20

Now just because Roommate #1 is paying those bills doesn't mean he 'owns' those services, likewise for Roommate #2, nor do they get the right to shut them off after they were agreed too.

This is a big reason why you need to pick your roommates properly...it's so common for someone to meet someone and start staying at the SO's place then say they are paying a reduced rent/bills because they don't 'stay there' anymore....it doesn't work that way.

It sounds though if this is that big an issue they need to figure out a new division of bills and each get their own internet.

You can't make a roommate do shit. If they like to leave shit in the sink and you hate it, you should have screened them better.

But on another less obvious note: If he is paying any part of the bill for the internet service then it would be totally uncool to cut him off. Either you pay for it all and tell him and his broke-ass computer to go away or you help him rid his computer of viruses and educate him on responsible computer usage.

Many years ago, when I couldn't afford to live on my own, I was forced to live with roommates and then just one roommate. I hated 99% of every damn minute. I later moved from that 3BR/2BA, 2,200SF house to a 1BR 520SF shoebox and had a much, MUCH better time. But I was broke. But I had my own place.

THAT is your goal: Your very own shoebox. Roommates are a horrible rite of passage; you need to get passed it quickly.
