I can recommend illegal immigration to Sweden. Free health care for all and free education for your kids. Then lie your ass off until you get permanent residency, which you will. From there on, you are set for life on the taxpayers' expense.

Since it's not illegal to move anywhere for any reason in Europe, I'd probably go to Russia.

edit: should you for some reason (dunno what reason that would be), you can get citizenship by applying for it. No need to learn any Swedish culture, history or language. Don't commit crimes for 4 years and apply.
