If you start a thread you are not subscribed, but if you answer in one you are. Why?

It's always seemed strange to me that if you start a thread you have to remember to subscribe to it. What's the reasoning? Uh, I'll just click that little box at the bottom now before posting. :)

Because not all people want to be emailed every time someone replies to their thread.

I know I don't, I don't want my inbox filled up with notifications from forums.

I believe you have the option of turning that off or at least diverting them to your PM box instead of email.
