if you shave off your eyebrow, will it grow back?

Not exactly. When hair falls out voluntarily it's because it's made to do that after a specific amount of time. Generally all hair apart from the top of your head and male facial hair (not eye stuff) has a programmed length to grow to.

When you shave you're going to notice individual hairs growing because there's nothing masking them.
