Do you know if they're also responsible for uploading everything to a web host?
I've haven't gotten a webhost yet and I'm not sure when I should pay the guy.

Is the right practice to give him my login info to the webhost now as he develops?

Yes to both questions. The developer will need to ensure the site uploads properly, and once uploaded, that it runs properly on the correct browsers.

Depends on your contract with the web dev guy. (This should have been spelled out.) Generally, if you're developing a turn-key web site, the developer will find a web host subscribe as your proxy, get everything running, and then "hand you the keys" (login info for the site control panel, ftp, etc.)

It certainly wouldn't hurt to ask the designer when/if they'll need a live host. If they don't want to do it, you can get hosting set up in a few minutes yourself and give them ftp access.
