Yes, you do still have to file a return. You must declare that you are not filing because you have not earned at least $3500 in the past year and therefore owe no taxes.

You do NOT have to file a return if your income is under certain thresholds. But for some people they should file anyway, if they are eligible for the EITC for example.

it starts statute of limitations its a good practice to file anyways in case they try to come back for money

Nope. If you don't earn the minimum amount set for the year, you do not have to file. I didn't file in 05 and 06, because all my income was non-taxable, but will have to file in 07 because I cashed in my union annuity.
