I'll put it to you this way. Not only do you have to teach yourself to trigger memories based on cues and contextualizing, but also you have to learn to organize your thoughts(and thought process) in a manner in which it becomes easy to recall things.
This is why some people can inherently handle stress better than others(at in my opinion)
Example- Patient at the hospital where I work, her heart suddenly stopped beating while I was the only one in the room. First thing I did and I remember it clear as day was reaching with one hand to trigger our Code Blue alarm in the room, and the other hand to pull the CPR release on the bed to start CPR, and then starting chest compressions while yelling for help. All within just a few seconds, no pausing, no second thought or hesitations.
In that sort of situation the ability to think clearly, and THROUGH the problem while acting is obviously necessary. It not only requires a clear memory, but a clear thought process.
Think of this way, without a clear train of thought its harder to memorize things, and likewise be able to recall those memories/skills when it really matters.
