What makes you think they already don't? Technically, it would take an act of Congress to authorize such activity...but I think that's already been done as part of the Patriot Act and the War On Terror.

I loled at US invasion. Our citizens are armed enough to fight off most anything. Just because we do not have access to automatic weapons doesn't mean some rednecks with hunting rifles couldn't kick some ass. We also have enough roads and vehicles that we can take the fight to wherever we need to.

automatic is a waste of ammunition anyway, in the (Danish) Army the only guy who would use automatic fire was the guy on the LMG ( except for rare occasions like clearing a ditch or something), and even then you'd only shoot in short bursts.

The Atlantic and the Pacific still make pretty good buffers. We could get our nose bloodied with an attack, sure. But invading takes boots on the ground and I don't see how any country could get enough soldiers here without our seeing it coming.

That said, if it ever got that bad, then yes, we would use the CIA. It would be foolish not to.
