If something goes from 9% to 6%, is it a 3% decrease or a 33% decrease?

What is the correct sentence structure?

Was having to watch some continuing education webinars the other day and the presenter kept saying things like:

50% of respondents said they favor renewal of HB 211, down 5% from 55% the month before.

Isn't that down 10% though?

 
like when they raised the sales tax in michigan, the people for is said: its only a 2% raise! the people who actually know what the hell was going on said its a 50% increase. you pay 50% more, its a 50% increase.
