if one arm is stronger than the other, do you wait for the weaker arm to catch up?

I don't lift weights, but for push-ups and rowing I just triple check my form and keep doing whatever it is I'm doing (in terms of increasing the strenuousness of the workout). Eventually the weaker arm catches up. Just put equal weight on each arm. Increasing one will just worsen the problem.

start fapping with the weaker arm?

actually, just make sure that both arms do the same number of reps/sets for each exercise and overtime, they'll even out. to do that, you either do exercises that use both arms at the same time (e.g. barbell curls) or you start single arm exercises with the weaker arm and stop at the same rep count with the stronger arm. yes, this technically slows the progress on your stronger arm, but unless you have a ridiculous strength difference between your arms, it won't take long for the other to catch up.

I just do the same weight/reps with my weaker (left) as my stronger (right). My right is still stronger than my left. My left is a little bigger though. Funny.

Me too! My left shoulder use to be puny, but for the past year I've been doing dumbbell side shoulder raises and my left shoulder looks more defined and cut

Well, it makes sense. If your right side is naturally stronger, and you're doing the same workout with both arms, it left arm has to do more work. Therefore, it gets bigger.
