dont forget nukes arent all on the tips of ICBMs...read The Sum of All Fears by Tom Clancy...in it some terrorists smuggle a nuke into the US and nuke the superbowl...scary thought since it could happen...and yes we would respond in turn probably just one warhead centered over baghdad...depends tho, we might use it as a political weapon to turn all countries against iraq and once and for all finish saddam, granted quite a few countries would praise iraq for such an attack on "The Great Satan" the US...
 
i think GW Bush would kick Iraq's a**, seriously, we'd bomb the crap out of them, it's in the bush blood to beat down iraq
 
The most likely scenario of retaliation from Iraq would be terrorists come to U.S. soil and contaminate our water supply.

Attacks like the World Trade Center in 1993 and even McVeigh's attack on the Alfred Murrah building are crude in comparison. However, these are still tragic and will be dealt with severe consequences.

[Successful] contamination of municipal water supplies would be a truly terrifying act. The potential for life loss and/or injury and suffering could be severe.
