They are truly the oddball displays. 720p Plasma HDTVs and many LCD HDTVs (probably the majority) use WXGA PC resolutions such as 1366x768. 1366x768 is not even true 16:9 and must discard pixels horizontally and vertically.
HDTV 720p format is exactly 1280 x
720 pixels. HDTV 1080p format is exactly 1920 x
1080. See the pattern? 720 = 720 and 1080 = 1080 (NOT 720 = 768).
As you note, almost all 720p DLP are the correct 1280x720, as are numerous LCD projection HDTVs.

You are partially correct, the majority of 720p LCD HDTVs and Plasma HDTVs are 1366x768. I had it mixed up. There are even weirder resolutions found on some plasma HDTVs.
From
Wikipedia:
"Wide XGA (WXGA) is a set of non standard resolutions derived from the XGA display standard by widening it to a wide screen aspect ratio. WXGA is generally understood to refer to a resolution of
1366×768, with an aspect ratio of 16:9."
Edit: corrected even more of my mistakes...too many numbers for this early A.M.
