If I have "90 days" to do something

from 11/4/2007, does that mean I have until

2/4/2008,

or until

2/2/2008 (actually 90 days)?

Is there one way or another that a statement like that is usually interpreted?

Do it for the 2nd, and then you don't have to worry.

edit: I think if they meant 3 months, they would have said it instead of 90 days.

The real question is whether you can do it on the 2nd if they say "by the 2nd".
