Try installing the latest driver for your videocard. 90% of artifacts (on computer screens, and not the ancient ones) are caused by crappy video drivers.

Looks to be video card driver problems. I've had that happen before.

try changing the resolution, then change it back. That might do it.

(if you were running *NIX, a simple ctrl-alt-backspace would fix it ;))

Downclock your video card or something. You have it set too high. Thats what usually causes artifacts anyways.
