If everyone were only allowed to have children with another race

Obviously after a certain point, it would be difficult to procreate due to the fact that a couple will most likely share a fraction if a race. So lets say that a person is exempt from the rule as long as they are a quarter of 4 different races. I couldn't even imagine what they would look like.
 
I would say a shade of black. Tiger Woods is someone who would be exempt from the rule but clearly he would be categorized as black. But I don't know how that would change after another 20 or so generations.
 
If people didn't travel as much, I think they'd end up about the same color as they do now. Skin color(as well as other physical attributes) is a reaction to the environment. People in sunny places will revert to being darkly colored, and people in less sunny places will lose their color.
 
You never did water colour? The water always end up being brown. Same thing will happen with your skin colour experiment.
