If country B invades country C

and does all sorts of horrible things to C's people, who is to blame? My friend says it's B's fault and their leaders should be punished accordingly. However, I disagree. I blame C's leadership since they let themselves be invaded. Also, since a war is game-changing and there is no higher authority than B's own laws, B's leadership can decide whatever they want to do.

Depends on who started it? Did country C invade country B at some point in past? Did they support countries A or D in a war against countries E and F, who were allies of country B?

Country A will get blame for letting atrocities happen to country C. If country A intervenes it will get blame for being the big bully world policeman.

So if a country the size and power of Russia or China would invade a country the size of Monaco the leaders of 'the Monaco sized country' would be to blame that they hadn't spend a few hundred times the total worth of their country on a military force (with lots of mercs) to prevent the invasion?

It depends on the reason of the invasion, but in almost all circumstances it will be country B that's to blame.
