IEEE 802.11r access points

Are these strictly enterprise only? Or are the enterprise offerings all proprietary?

Or are there low-cost or homebrew/open-source variants? I don't think DD-WRT offers this option, but would like to be proved wrong.

what is 802.11r? That's new to me.
