IE8: Cant download files! HEPL! ***FIXED***

So, Im using Win7 64 bit, using IE8 primarily. Starting last week, when I click links to download something I get one of two things. Either the download window just sits there and the transfer doesnt start, or I get an error popup that says

"Unable to download <URL of link>
Unable to open this internet site. The requested site is either unavailable or cannot be found. Please try again later."

Now, that I can remember, I havent installed anything new, and my Win7 build is about 4 months old. I can, however, download stuff with Chrome. Stuff Ive tried downloading is small files, like .cab files hosted directly on a site, depostshare files, rapidshare, etc. But, I can do things like download email attachments, random pics on web pages (right click and save pic as).

Very very weird. Im generally a safe surfer, Norton2010 hasnt picked up anything, nor has superantispyware or malwarebytes.

Ideas?

(In b4 dont use IE8 hehe)
 
Just a thought, but perhaps IE8 is being blocked in the Firewall of Norton 2010

I just double checked, and IE is set to allow under program controls. I dont understand why I can browse the web, watch video, etc but not download though.

edit: also, I have tried running IE with no add ons...no go. Also tried setting security level to low, and turning off protected mode, and enabling all cookies. No go.

I think Im going to download wireshark and sniff my traffic to see if my request is actually making it out of my nic card.

edit2: nope...cant download email attachments either. Ggrrrrr

it is probably a good thing to use chrome/ff to download files imo.

You could add a download manager (if you haven't disabled one already).

even microsoft allows you to use a download manager as alternate to direct download due to size of some dvd's

I understand that. In fact, I have no choice BUT to use Chrome for the time being. But honestly, Id rather find the problem instead of bypassing it. Know what I mean?

I understand that Norton has allegedly improved recently but I still haven't gotten over working on so many systems in the past that Norton FUBAR'd, so it may be worth checking out.
 
I've had older versions of Norton mess with both IE and email before, so my first thought is to blame it.

How about a nice install of Microsoft Security Essentials?

Yes. Also, if it was Norton, it wouldnt allow Chrome to DL.
