IE7 Phishing Filter Issue

I am working on a system that must have IE7. It cannot use IE8.

I need to turn off the Phishing Filter, but I can't do it through Internet Options or GPEdit, as evidenced by the pictures. Any help? IE7 must be available for use due to policies at my work, so the solution is not "get Chrome!"

edit: Forgot to add, this happens on all admin accounts on the system.

Try User Configuration > Administrative Templates > Windows Components > Internet Explorer.
 
Thanks, Chad, but that did not work. I actually have SP3 on my system, so I think that may have already been on on.

Bgon, there is the same lack of options in that directory.

AFAIK, the default in IE7 is for the phish filters to be OFF or disabled.

Are you on a domain? Even if you are a local admin, it's possible that the setting is enforced by domain policy and you don't have the authority to overwrite it.
