IE windows shifted down when in Full Screen (Maximized)

We have someone here that when he opened IE full screen (Maximized window) it looks like the whole IE program is shifted down about a half inch from the top of the screen. There's a space there wher eyou can see what's on the desktop and the IE window's status bar is off the bottom of the screen.

No other program is affected like this and they all Maximize just fine. It's just IE that is acting weird.

Any suggestions on what might cause this? We scanned for spyare, deleted the cache, etc to no avail....
