IE Security Internet Zone Security setting

Since installing SP2 for Win XP, the security level can't be set lower than Medium. Is there a way to set it lower?
 
No. And, I've checked this on two computers, one with Win XP PRO and one with Win XP Home, and both behave the same way after installing SP2.
 
I just tried this on mine and I had the same thing, "Please set a security policy level above Medium." If you need to use a site why not add it to the Trusted sites list?
